On 9 September, the first stakeholder meeting to launch support for the update of the current electricity procurement procedures in Moldova took place in Chisinau. Until the end of the year, Energy Community Secretariat experts, representatives of the National Agency for Energy Regulation of the Republic of Moldova (ANRE) and other stakeholders (Moldelectrica, distribution system operators, suppliers) will work together to review the regulatory framework and draft new procurement procedures and framework contracts in order to establish an efficient process for electricity procurement in Moldova. Furthermore, an assessment and specifications of an efficient electronic process for electricity procurement will be prepared.
This project is implemented under the framework of the EU4Energy project and is aimed at increasing the efficiency of the next procurement process, expected in the first quarter of 2020. New procedures will ensure transparency and a level playing field between potential electricity suppliers, whilst preparing Moldova for deploying an open wholesale market expected before 2023 (when the first unit of the back-to-back station between Moldova and Romania is to come into operation).
