The key Council of Europe concepts, standards and approaches to citizenship education and the ways in which these can be applied in on-going curriculum reform process in the Republic of Moldova were the main topics of the national conference “Promoting Democratic Values through Education in the Republic of Moldova” organised in partnership with the Ministry of Education, Culture and Research of the Republic of Moldova on 16 May in Chisinau. The conference was organised on the occasion of launching the Council of Europe project “Education for Democracy in the Republic of Moldova”.
The participants – over 160 education decision makers and professionals, schoolchildren, civil society organisations and development partners, discussed the main achievements and challenges of the first year of implementation of the re-conceptualised civic education subject “Education for Society” and the ways in which the Council of Europe’s Framework of Competences for a Democratic Culture can be implemented as part of this reform in the Republic of Moldova.
William Massolin, Head of the Council of Europe Office in Chisinau, highlighted in the opening of the conference that the project will build on the fruitful cooperation with the Ministry of Education, Culture and Research of the Republic of Moldova and will further support the ongoing curriculum reforms.
“The project will support the implementation of the re-conceptualised civic education subject in line with Council of Europe standards, a complex task on which we look forward to work with all the actors of the education system: our partner, the Ministry of Education, Culture and Research, district education departments, education experts, teacher training organisations, methodologists, school directors, teachers and of course schoolchildren”, William Massolin said.
The participants discussed the new approaches promoted as part of the education reforms in the Republic of Moldova in thematic discussion groups tackling such topics as the competence-based approach to education, the role of educational projects in a reformed school and the role of formative assessment of learners. An important contribution to the conference discussions was made by a group of 10th grade students who discussed in a child-friendly environment their own experiences and vision of the “Education for Society” subject. The main conclusions and recommendations of the conference were presented in a final plenary session and will be summed up in a conference report.
During the conference, a Memorandum of Cooperation between the Ministry of Education, Culture and Research of the Republic of Moldova, the Swiss Agency for Development and Cooperation, the Council of Europe and the United Nations Population Fund in the Republic of Moldova was signed. The purpose of the Memorandum is to further strengthen cooperation between these organisations in the implementation of the SDC Programme “Moldova: Fostering Active Civic Engagement” of which the Council of Europe Project is one component.The project “Education for Democracy in the Republic of Moldova” is implemented by the Council of Europe and is funded by the Swiss Agency for Development and Cooperation (SDC) in the framework of “Moldova: Fostering Active Civic Engagement” Programme (FACE Programme). The project is implemented in cooperation with the Ministry of Education, Culture and Research of the Republic of Moldova over a period of four years starting in January 2019.
